Heritage Council Financial Assistance Program

Heritage Council grants are fully committed for 2009/10, and applications will not be accepted.

Loans are still available,  and applications will be considered.

The Heritage Council's Financial Assistance Program provides support for the conservation of recognised heritage places in Victoria. These include historic buildings and structures, historic gardens and archaeological sites. The program is administered by Heritage Victoria.

Eligibility

  • Provides low and no interest loans for privately-owned places included in the Victorian Heritage Register.
  • In exceptional circumstances it can also fund places included in a Heritage Overlay of a local planning scheme.
  • Preference is given to privately owned places with no other potential sources of financial assistance.
  • Owners are expected to have owned a property for a minimum of 5 years.
  • New owners of heritage properties will have taken account of any short to medium term repair needs in the price they offered for the property at the time of purchase.
  • The Financial Assistance Program does not provide funding to supplement the immediate repair or restoration costs a new owner might incur after purchasing a property.

Types of funding available

Preference is given to provide funding as low and no interest loans.

  • Loan interest rates can change annually depending on rates set by the Treasurer.
  • Loans are for 3-5 year periods, and repaid by quarterly instalments of principal and interest.
  • In some cases interest-free loans may be considered.
  • If a loan is deemed appropriate, the applicant may be asked to provide personal particulars regarding their financial position, and the loan has to be secured by a Bank Guarantee.

Types of projects funded

Funding is provided for urgent conservation works necessary to protect the heritage significance of the property. This may include the repair of reinstatement of a missing element but does not include extensions or new facilities.

The Financial Assistance Program is not intended to replace other funding sources.

It is primarily intended to assist owners pay for the extra costs incurred in specialist conservation works required through places having recognised heritage status. Limited funds are available for CMPs. It is not intended to replace the owner’s responsibility to care and maintain their heritage property. Funding cannot be provided for projects already under way or completed.

  • Complete the application form with relevant details and attachments including photographs, reports and written material.
  • Cost estimates should be based on quotations from reliable contractors or an estimate from an appropriately experienced professional.
